This article got the same "raw deal" that Interstate 590 got a while ago during the mass assessment of all Interstate articles. Like I-590, the assessor simply used the article length to determine what class that the article should fall under, which initially placed I-590 in Start and I-865 in Stub. What wasn't considered in either I-590's case or this case is that both expressways are only five miles in length, so there isn't a great deal that can be said about either road. I now see that the article had been expanded since the initial assessment, so my comments above are pretty much moot. Oh well. In any case, I see no reason that this article shouldn't be Start-class at the least, and this could easily be B-class if a map is added, as well as some citations for the statements at the bottom.
