This article was flat wrong about a few things relating to airports. The article might have been confusing the idea of an international transit area, or secure customs area, with preclearance areas. For example, the preclearance areas in Canadian airports are not referred to as "international zones". They are explained in the Wikipedia article United States border preclearance. See also this press release about the Halifax preclearance area, this press release from a few years ago, and this list of US preclearance locations. The United Nations building in New York City is an international zone belonging to all the member countries. The United Nations has its own security force, fire department and post office. [1]
