[edit] Where is explanation of "international"?

Connected with this category there should be a defintion of "International charities". Is a charity considered an "international charity" if it is based in one country, and does its work in other countries? Or does it need to have its management decentralized among many nations? I want to know whether I should include:

• Human Concern International
• Health and Education Project International
• Human Appeal International
• Global Relief Foundation
