[edit] Coat of Arms

I commented out Coat of Arms section. Most of the uses of this template lack this information. When left blank it shows an image missing string. To avoid it, someone created and used image: Sin escudo.svg which shows a graphic question mark. This is unsightly and detracts form the polished image of Wikipedia. Empty placeholders should be invisible, not shown. The questions here are:

• do we need a coat of arms at all? It is seldom used, seldom available.
• if we do, then it should be made optional. Unfortunately I have not yet learned how to code it (as of this writing).
