I have removed the addition of Category:Counties of Romania from this template.

In the first place, it kept people from being able to correct the sort key for indexing in categories, and apparently nobody using this template ever even understood there was a problem with it.

In the second place, it is unnecessary inclusion of a supercategory, since each of these articles are already in the category for their own county, and each of the categories for counties is already a subcategory of Counties in Romania.

This was actually never the case. 2 and 3 have nothing to do with Romtelecom. 2 is, according to the 2002 ANRC PNN used for geographical open-numbering schemes, whereas 3 would be used for closed-numbering schemes. An open-numbering scheme is defined by ANRC as a system where one must not dial the full number if he or she is in the same area with the one called, whereas a closed numbering system is a system where one must dial the full number, including area code, no matter where he or she is. In practice, it is true that Romtelecom is the only user of 02x[x].[x]xxx.xxx numbers, but that is because nobody else wanted to implement an open-numbering system.
