i dont understand so does india as a whole not have one goverment for their country at all or does all the power in the country lie within the state and the citizens of the states.

India is Republic. There is central government and then state governments. Central government has executive powers on entire India while state governments have it limited to the state. Central and state government responsibilities are clearly stated in constitution. This image is only of State governments. At centre, there is different scene. Elections for state and central government are also different. State assembly is elected for each state while whole India elects one Lok Sabha. See Government of India for more info.
