This is public domain two ways. First, as a publication of the US Government -- OMGUS was under the War Department -- it's public domain by law both under current law and under the law as it stood at the time. It was also published in the US prior to 1977 without a copyright notice, which makes it PD as well. Lacking any more specific tag for that agency, {{PD-US-Military}} is the most applicable.
