I think this whitepaper as a key catalyst should be seen separate from Deming, its also specifically referenced on Whitepaper as a famous whitepaper for the effect it had in and of itself.
I think further content on the creation of and distribution of the whitepaper is useful in itself apart from the specific discussions on W. Edwards Deming and his methods.
I believe therefore that this page should not be merged with W. Edwards Deming.
