Yes, they start off as 13, but by the 7th volume of the manga, a year has already passed (in a profile, Ren was 13 in volume 2, then 14 in his profile in the 7th volume. It's more than possible that over two years pass over the course of the manga. I also got my info on Hao from the Japanese character book, so that's what it said.
