Disillusioned American human rights activist James Rhodes (Jeff Daniels), arrives in Tijuana to help oversee local union elections only to become embroiled in a mass murder at what appears to be a drug runners' tunnel on the Tijuana/San Diego border. Teaming up with a local street cop and a US Diplomat, Rhodes discovers links to a dirty US corporation, and renews his passion for his life's purpose.
