From http://www1.ncdc.noaa.gov/pub/data/images/hurr-gordon-20000917-1332utc-g8vis.jpg, this image shows Hurricane Gordon in the northeastern Gulf of Mexico as a minimal hurricane. Gordon would make landfall as a tropical storm on Florida that day.
