This section is very interesting (and, indeed, disturbing), but I do not see that it has any explicit relevance to the article. Perhaps that would be difficult to establish given that it is hard to establish if the HRS exists itself, but I wonder if the section is merely POV promotion rather than being encyclopaedic? Good point. It does seem more like we are offering a justification for their actions, rather than explaining what the HRS say. Of course, that is the flip side of not being able to hold anyone directly accountable for their actions, neither can anyone directly justify them. Rockpocket 19:57, 25 March 2008 (UTC)
