Low resolution?	Compromise between small size and visible detail. It is still unsuitable for use in print.
Purpose of use	Showing just how big the XH-17 was, as well as some of the complexity inherent to its propulsion system.
Replaceable?	I am uncertain whether this photo was taken by Air Force personnel or not. Therefore the historic image license seems prudent. It cannot be replaced since the XH-17 was scrapped.
