Howard A. Stephenson represents the state's 11th senate district in Salt Lake County including Draper. He was elected to the State Senate in 1992.

Stephenson is the President of the Utah Taxpayer's Association. He has been with the Association since 1977.^{[citation needed]}

Stephenson received a bachelor's degree and an MPA from Brigham Young University. He is a Latter-day Saint.
