The statement that "It consists of 249 delegates directly elected through a system of proportional representation." seems to contradict "Members are elected by district and serve for five years.", which implies something along the lines of first past the post, or other constituency based election. Finally {{Afghanistan parliamentary election, 2005}} cites all members as being "non partizans", which is practically impossible if proportional representation is used, since it requires voting by (party) list. 68.39.174.238 04:47, 5 January 2007 (UTC)
The Afghan elections were conducted by Single Non-Transferable Vote (SNTV) [1]: each voter can vote for one candidate nothwithstanding there are mutliple seats at stake in every constituency. This can lead to a result similar to PR. --Bancki 12:28, 12 January 2007 (UTC)
