The image is not replaceable with free equivalents as cameras are not allowed inside the Palace of Westminster. [3]
It is a low resolution image which does not interfere the the copyright holders use of that image for commercial or other purposes.
It is used to illustrate a directly relevant subject, Gothic Revival architecture of which the House of Lords is a classic example and makes a significant contribution to the article.
