[edit] Looks like someone have mistaken the plants.
Looks like there is a mistake about which Nuclear Plant works for Hokuriku Electric Power Company - not Tsuruga (which according to Wikipedia itself is operated by Japan Atomic Power Company), but Shika (also according to Wikipedia...).
