Nakajima has been accused of making WHO fall victim to corruption (a bribe of several Toyota Landcruisers to an African nation is well-documented, at least in oral history in Geneva), not being responsive to issues such as HIV/AIDS (partly reason why not WHO was designated to handle it but a new organisation called UNAIDS) and bureaucratic nepotism leaving the organisation with an ineffective waterhead bureaucracy. When Gro Harlem Brundtland succeeded him her first charge was to clean up the mess.
