The Higgby Act of 1901 strengthened the Interstate Commerce Act of 1887 by regulating rebates to shippers. Railroads were not permitted to deviate from published rates (meaning rebate amounts had to be published). The law was superseded by the Elkins Act of 1903, which outlawed rebates altogether.
