This image was not randomly found. This picture was taken by an HEB ISD employee. I personally have verified with the photographer that the photographer understands the Wikipedia image policy and permits the image to be posted on Wikipedia under the specified license. It is understood by the photographer and myself that the license specified almost definitely gives other people the right to re-use the image in ways specified by the license.
The image shows the Hurst-Euless-Bedford Independent School District Board of Trustees accepting a special award from the United Educators Association of Texas, in honor of consistently high teacher salaries for all categories of teachers. The picture was taken at the October 17, 2006 board meeting.
