A Hatchet man can be:
Originally a pioneer or axeman serving in a US military unit.[1]
Towards the end of the nineteenth century the phrase was used to describe a Chinese assassin who carried a handleless hatchet.[1]
In current parlance hatchet man refers, especially in politics, to a person hired to try and destroy, often through the spreading of malicious rumour, a person's reputation.
