It is a shame that the Handbook was developed as a printed book and then retrofitted to the web.
If it had been developed as a Web resource it would probably have linked cross-references and make better use of links to multimedia materials and external web sites. Also it probably would not use the wide-spread convention of excluding biographies of living persons. I know for a fact that many people consulting the Handbook are surprised that they do not find biographies for either Bush president.
Modernizing the Web version of the Handbook would be a worthy undertaking.
