[edit] How do I write a proper Fair Use Rationale?
The process is relatively straightforward — just be clear, concise, and use plain English. The template provided is this:

First, add it to the image's page, then fill it in step by step, as follows:
1) Article: Add the name of the article which the image is going to be used in. For instance, if you are going to use the image in Santa Claus, then you would write "Santa Claus" after the "=" sign — for example:
|Article=Santa Claus.
Note that a different rationale must be used for each article the image occurs in. So, if you want to use the image on both Santa Claus and Christmas, you need to fill out two rationales — one for each article.
2) Description: Briefly and concisely describe the image. For instance, you could write something like "a promotional picture of Santa Claus" or "the Santa Claus official logo" — i.e.
|Description=a promotional picture of Santa Claus
The goal here is to describe the image sufficiently so that other people will know how to use it, especially if it is unclear.
3) Source: Provide the source of image, as best you can. If you downloaded it from a website, provide the URL (and the date, if possible). If you scanned it from a magazine, or other source, give the citation as completely as possible. Always try and indicate who the copyright holder is, if you know — especially if it is not clear from the source. For instance, a website example would be:
