Though the picture is subject to copyright I (Kazu-kun) feel it is covered by the U.S. fair use laws because:

it is a low resolution copy of official artwork released in the Newtype animation magazine.
it does not limit the copyright owners rights to sell the series on DVD in any way.
it illustrates the main characters and aids commentary on the plot outline.
there is no free alternative depicting the main characters of the series.
The copyright is held by the studio Bandai
