WORK RELATED EXPERIENCE

RESEARCH

1. Completed a study on assessing visual-graphics literacy among district managers of the newly established district governments in Pakistan. 2. During doctoral studies at Harvard, I studied four graduate courses in research methods, techniques and analysis that have fully prepared me for accepting challenges in tackling any researchable situation. Consequently, I have completed a large number of research studies (last section of my CV.) 3. I have taught graduate courses in research methodologies, at Yarmouk University and Bahria University. Moreover, I have done research work for international organizations (ADB, UNESCO, IIEP, etc.), developed and supervised research agenda for the Academy, and other National and International Organizations.

CURRICULAR MATTERS

1. Localized the following courses of curriculum based on Microsoft technologies: • ICT for All. This package comprises of the following three courses: o ICT-for All Basic Course o ICT -for All Intermediate Course o ICT-for All Advanced Course • Integrating ICT skills into Teaching and Learning • Using MSOffice XP for Learning Projects • Deploying Student Technical Support • Understanding and Building Networks • Junior Developers Curriculum for secondary school students. 2. John F. Kennedy School of Government, Harvard University, Cambridge, Mass. USA. I re-designed a curriculum that integrated computing in management, economics, statistics, and public policy, in Master of Public Policy and Administration program of KSG. Completion of this training program was a requirement for all fresh graduate students in KSG. Taught this program, and as Coordinator, correlated teaching work of six computer instructors. 3. AEPAM, Islamabad. I designed and developed a capacity building program for educational mangers in Pakistan within the context of good governance and effective management. It consisted of three phases: first it scientifically assesses the management training needs of mangers at different tiers of the system, in the second phase it lead to develop a curriculum that will be used for different types of short and long term training courses. Finally, a set of training manuals for capacity building at district and grass-root level managers. 4. World Bank Technical Adviser. I developed a curriculum on how to integrate educational computing in regular graduate course work of two universities in Jordan, Muta’h and Yarmouk.

TEACHING

1. Teaching ICT skills and How to integrate ICT in education in teacher training institutions all over Pakistan under Microsoft initiative of Partners in Learning 2. Harvard University, Cambridge, Massachusetts, USA. The Kennedy School of Government. As Coordinator developed, taught, and coordinated a program that integrated IT in five courses: management, statistics, mathematics, and economics. As Teaching Fellow taught a graduate course in MIS 1. Graduate School of Education. Teaching Fellow of the Field Experience Program 2. Office of Information Technology. Taught a large number of short courses in computing, SPSS, Databases, and worksheets

3. Visiting Professor, Mutah University at Al Karak, and Yarmouk University at Irbid, Jordan. I taught courses in educational computing and a graduate course in research methodologies

7. Assistant Professor of Educational Planning, Allama Iqbal Open University, Islamabad. I introduced a graduate program in educational planning and developed three courses, i.e., concepts of planning, processes of planning, and from planning to implementation.


ADMINISTRATION AND MANAGEMENT (10+ years)

1. I am a member of the selection board for professorship of two prestigious organizations in the country: first, the Public Service Commission Punjab, the largest province in Pakistan, and second, the Allama Iqbal Open University, Islamabad. In addition, I select and recruit specialists in different disciplines of management sciences, IT, and social sciences, for my institution, AEPAM. 2. As Director General (1997-2003), Academy of educational Planning and Management, Ministry of Education, Government of Pakistan, Islamabad, I provided overall leadership to AEPAM for this apex institution of management training and research in Pakistan. I was in charge for coordinating the work of 21 professionals and 87 staff members in the Academy and 45-120 field officers during school census and other fieldwork. I managed all matters related to budgeting, administration and overall organization of the Academy, and reporting all its matters to Board of Governors.

3. I was responsible of preparing annual efficiency reports of professionals, enhance their motivation level, and to ensure a total quality management work environment.

4. I developed and maintained national education management information system (NEMIS) based on data from 170,000 schools in Pakistan. Produced Pakistan education statistics. Provided technical assistance in MIS to the four Provincial Education Departments in Pakistan. Also, I was responsible for monitoring & evaluation of programs under National Education Policy 1998-2010. Implemented project for capacity development of educational managers in Pakistan; established priorities in policy research areas and initiating studies; liaised with international educational development organizations.

5. I established an institution MUST: management unit for study and training that undertook decentralization of educational management and pioneered education MIS for the schools system in the north-western-frontier Province (NWFP). Developed methods of operation by which the administrative services are carried out.

6. I wrote down reports for international organizations, the Education Minister, and the Federal Cabinet of Pakistan on a broad spectrum of educational development issues. The clientele of these reports were from grass root practitioners to academia and strategic level politicians.
