"Originally built as the biggest of the two ice hockey venues for the 1994 Winter Olympics, the arena can hold up to 11,500 people. Since this is almost half the size of the entire municipality of Lillehammer, the arena is seldom used for ice hockey."

I don't really see its seating capacity being an issue with regards to the absence of ice hockey.
