On the administration's agenda: a foreign-aid bill. However, Senate Republicans—and some Democrats—have other ideas. And it is up to Josh to get the vote to come out right. So he sends Donna in search of one freshman senator who doesn't seem to want to be found. Then there's the fence-sitter who'll vote the administration's way if it will agree to fund a medical study on the efficacy of prayer. Meanwhile, Danny Concannon is getting closer to the truth in the Shareef affair; and Charlie wants to help a female soldier whose family needs food stamps.

There is a subplot that involves C.J. struggling with a goat that is scheduled for a photo op with the president to promote the real-life nonprofit charitable organization Heifer International, which uses livestock and training to fight hunger. C.J. then puts the goat in Will's office, contributing to the hazing of "the new guy." Eventually, the president does take the picture, but stipulating that Leo and Josh be standing alongside the goat with him.

The title refers to a speech by commander of the Luftwaffe, Hermann Göring: "Guns will make us powerful; butter will only make us fat."

When Senator Jimmy Hoebuck goes to see Toby about exchanging his vote on the foreign aid bill in exchange for $157,000 for a remote prayer study, Toby says, "Yeah, CJ got spammed with that a few months ago." He is referring to the episode earlier in the season called "Debate Camp" which has flashbacks to the administration's first transition into office. In actuality, CJ is prayed for by evangelicals after her very first press conference as Press Secretary, not just after their second election.
