Guillermo Billinghurst Angulo

Guillermo Billinghurst Angulo (Arica, 1851- Iquique, 1915) was a Peruvian politician in the early 20th century. He was the mayor of Lima from 1909 to 1910 and appointed President of the Republic on Sept 1912. His term ended by a military coup on Feb 1914, President Billinghurst was sent to exile and died in Iquique the next year. Billinghurst was a populist Mayor and when President his main goal was to settle the Tacna Arica dispute and with that goal in mind he signed the Billinghurst-La Torre protocol, which was not approved by the Chilean Congress. During his mandate, he encouraged the colonization of the jungle, especially the departments of Madre de Dios and Loreto. He wrote many books, especially about his native department: Tarapacá.
