The audio clip on YouTube also says 1892, but I would guess that the real date would be 1888. Why? First, because Cleveland is playing "Hail to the Chief" during his campaign. This wouldn't make any sense in 1892 when Harrison was the President. Second, because the issues he describes (whether or not being pro-free trade was a sign of deference to the U.K., thus eroding U.S. sovereignty in its own legislative affairs [see also the Canadian fishing dispute]) are related to the 1888 campaign, but played no substantial part in the 1892 campaign, which was more geared towards populist monetary issues.

Note also that YouTube Presidential audio clips have a history of giving the wrong dates. The audio clip that claims to be Benjamin Harrison's inauguration speech on January 20, 1889, is clearly a recitation of an older speech given after the first Pan-American conference of 1889-1890. It could have been done in the mid-1890's for all we know.
