The green-on-white petals logo of the Green Party of England and Wales with "Green Party" underneath, as used on ballot papers. The graphic, depicting sunflower petals around a globe is the party's basic logo, often used within other more complicated branding, including slogans which vary from time to time (currently ONE WORLD. ONE CHANCE. Vote Green Party).

At the head of the article, Green Party of England and Wales, this unique logo indicates to the reader that they have arrived at the article for the correct political (esp. Green) party. As the emblem of the organisation, it is very strongly linked (much more so than the full name used as the article title) with the organisation. All the other images in the article are free.
By its nature, no free equivalent is or could be available for this image. Only this image or something almost the same (which would be covered by the same copyright) would serve the purpose.
This image has not and is unlikely to ever be used for commercial purposes. It is in the interest of the copyright holder to have it widely distributed (at least, to the extent its use does not create confusion by, say, passing off [under trademark law] or some forms of modification). Indeed, the page from which the image comes encourages use to give coverage to the party. The copyright holder is a non-commercial political organisation (who, incidentally, campaign for extensions to fair dealing). The image is also placed on Wikipedia in a manner that makes it clear it is illustrative and is not used to disparage the copyright holder. Therefore, if anything, the copyright holder benefits from its distribution in this manner.
Also, this is the low-quality version of this logo from the party's website designed for use on the Web, and the logo has been widely published both by the party but also in neutral news and other sources.
