[edit] Neologism Concern

The article was prodded earlier today as a possible neologism. It appears to be a neologism that has gained traction. The term is being used in the United States in public plicy discourse and Census Bureau reporting. I quickly saw examples from the Federal Goverment and at least five states. Several of the ones I looked at (dating back to 1997) described it as a recently coined turn. (The phenomenon is older than the U.S.) But I haven't found one yet that says who coined it or when. So here's what needs to be done:

Note: as the article is currently very short, there is no real need of section headers (in my opinion).
