New 2008 buzzword. Sexed Up Cock Up. This refers to two terms. "Sexing up" an issue is a global term for making an issue or story or document more exciting and better than it actually is. "Cock Up" is a British colloquial term for making a mess of something or completely screwing it up.

Overall the term S.U.C.U means a successful failure. Things that appear to be failing on a grand scale.

It can be a political disaster, that has been successfully rescued, in the eyes of the public that matter. In short, it is a justification for something that has gone badly wrong or was just incompetent. The person who authored the S.U.C.U is able to appear to have been extremely successful, even though things have gone wildly wrong and out of control.
