A lot of this article is irrelevant, it could be a description of just about any neighbourhood in Tokyo: Soaplands, pachinkoparlours and hostess-clubs are in abundance everywhere from Ikebukuro to sub-urban Tachikawa. I'll add some constructive critism as well, it seems to be quite subjective and also anti english speakers."worth a visit for those who do not require service in English." is pretty much offensive.
