1. The public has an interest in one-of-a-kind freeware implementations even which are too new to be widely written about, but which are being widely studied and used. One could incorporate this into an article about free neural network software which can run in Windows however it is not clear if there is any other.
2. the school of thought is divided and controversial (see the technical analysis article). Implementations are either
a) profit making (in fact prohibitively expensive) b) require academic level expertise c) false and do not work, such as single variable prediction (this is the controversial point)
3. For technical topics notability should be analyzed more deeply than counting references. There are one million links to wikipedia articles about Fibonacci, whose work and ideas are actually not really notable, and even uses of Fibonacci numbers for predicting values of stock market prices. Trivial things are referred to more, because only a small number of journalists have technical expertise.
4. There are no published articles about this software algorithm, though there are pending academic articles that would mention it as having been used as a tool.
