Gmina Rutki is a rural gmina (administrative district) in Zambrów County, Podlachian Voivodeship, in north-eastern Poland. Its seat is the village of Rutki-Kossaki.
The gmina covers an area of 200.2 square kilometres (77.3 sq mi), and as of 2006 its total population is 6,072.
