- This image is historic - it cannot be reproduced
- The image is used to illustrate tormenting of a Jew by Nazi policemen, with one apparently kicking and others standing by and watching – there is no known equivalent free image
- There is no easy way to convey to the readers the sense of tormenting of citizens by authorities that this image depicts without this image or equivalent
- The actual photographer and copyright holders are unknown, and not likely to be known, due to the war circumstances
- The image is used to illustrate an important part of history in the Holocaust, with no free equivalent – this is exactly the type of FU case that 'historic images' addresses and approves
