No, that's probably based on the great character comedian, Frank Nelson, from the Jack Benny, and Sanford and Son shows, amongst many others.
Gale starred in a radio show called Granby's Green Acres, which has some of the same characters as TV's Green Acres.
The Mr. Mooney character was not the original banker on The Lucy Show. Charles Lane played an earlier cantankerous banker.
