I am the holder of the copyright on the elemenope user guide. How am I to mark the page as OK?

Not a problem... I have sent an email to permissions-en(at)wikimedia(dot)org granting permission to quote from elemenope User Guide. I am the original author of that publication. It is released under the GFDL.
