I am the holder of the copyright on the elemenope user guide. How am I to mark the page as OK?

You got the hangon tag right. The next step is as follows:

If you own the copyright to the material: send an e-mail from an address associated with the original publication to permissions-en(at)wikimedia(dot)org or a postal message to the Wikimedia Foundation permitting re-use under the GFDL, and note that you have done so on the article Talk page. Alternatively, you may create a note on your web page releasing the work under the GFDL and then leave a note at Talk:Transport/protocol abstraction with a link to the details.

You should leave a note on the talk pages of the articles indicating which you have done. If you email, leave a note here, and the ticket team will confirm permission when they get to it. If you leave a release on your website, link to it here.

Not a problem... I have sent an email to permissions-en(at)wikimedia(dot)org granting permission to quote from elemenope User Guide. I am the original author of that publication. It is released under the GFDL.
