Lobby (maybe unappropriately used) was for what in Italy is called a corrente, a non-official association of part of the members of a party. In the old electoral system, importance inside a party was proportional to the number of tessere (the document of subsription of single voters) represented by each party member, so lobbies were organised to decide which leaders of the party would have accessed power with their friends. Being lobbies (in this sense) unofficial, there wasn't any membership. Dossetti's was the leftist wing of DC.
Also, the original sense ("grew in Dossetti's lobby") wanted to mean that Malfatti followed his political growth (both in importance and in pragmatical experience, a necessary requirement for career - in Italy interpreted as a job) frequenting Dossetti and his associates while he was very young.
When he resigned from European commission, he did it to run for parliamentar elections (I don't know if this is the same meaning of "office", which here means lower administrative charges) - he wanted to be re-elected a deputy.
The second Franco Malfatti is a different person, with quasi the same name. Maybe they were relatives (too many coincidences suggest it), as it often happens and in Italy especially, however there is a frequent confusion between the two. The second one only run an administrative career in diplomat corps, he was an ambassador and reached the highest non political charge (segretario generale) in his department for foreign affairs. I hope someone can help in rendering these notes.
