Removed the following sentence -

In recent years the PRC government has sentenced several narco-traffikers to death, but human rights activists suspect that anti-drugs policy is sometimes being used as an excuse to imprison those opposed to the government (this is not unique to Hong Kong - similar reports of drugs legislation abuse have come from many Asian countries).

for the reasons that

  • Hong Kong has abolished death penalty long time ago
  • Mainland could not trial / imprison traffikers who are in Hong Kong
  • So even if the alleged but unidentified abuses are indeed true, they do not happen in Hong Kong.
  • In any case this does not seem to relate to "foreign relations".
