"Forced migration" & "population transfer"
Oppose. "Transfer" is a specific case when it is an official governmental process. "Forced migration" may be under various forms of pressure, possibly state-sponsored, but not officialized. `'mikka 23:27, 4 April 2007 (UTC)
The idea of population transfer is the result of a planned movement usually supported by two or more governments. This may not be forced at all, although it often is. Forced migration is at once broader--considering forced movement for a wide range of movement--and more specific in that it excludes economic or other sorts of planned guest worker programmes. It would, however, include trafficking or slavery.

I just read the article on german expulsions, and despite this article, it clearly has nothing to do with economic development.
