The image is a low-resolution cropped screen shot from a 90-minute feature-length episode of Doctor Who;
The image is being used for informational purposes showing four of the five incarnations of the title character interacting, this is the only scene to have all four participating actors in one shot;
No more free alternative exists;
The use of the image in this article will have no effect on the copyright holder's commercial use of the image in question.
