Though the picture is subject to copyright I (Peregrinefisher) feel it is covered by the U.S. fair use laws because:

it is a low resolution still of a television episode;
it does not limit the copyright owners rights to sell the episode in any way;
it illustrates the episode in question and aids commentary on the plot outline. This episode is about Cecil, a pyrokinetic, who is killing members of the British aristocracy with his ability to make fire come from his hands. This image shows Cecil with fiery hands.
The copyright is most likely held by Fox Broadcasting Company.
