How are installable file systems in Windows related to FUSE? IFS in Windows is kernel-mode, FUSE is user-mode. As far as I know Windows has no user-mode filesystem drivers.

As I understand that comparison, it's not the execution ring that matters as much as pluggability with a stable ABI. Unlike the NT kernel, which has a major ABI overhaul only about every three to five years, Linux's ABI and even API changes significantly every few minor versions.
