This version of the logo is an earlier logo image, and this earlier version came into use by the FBI beginning since sometime during the 1990's, lasting at least through 1998. The early logo appeared in the center of the group of ten fugitives on the page page, with the 10 fugitive photos and names evenly spaced all around the logo. An example of the original placement of the logo on the fugitives page of the FBI can be seen as archived in this demo here:

This is an earlier version of the modern reworking of the logo modern reworking of the logo (which was re-done by the FBI sometime after 1998 and before 2006).
