Hello. I think that you may have the wrong person - I'm not Tim and I didn't create that article. I merged it into the Royal Military College, Duntroon entry as it didn't seem to justify it's own entry. I've got no idea whether it's a real qualification. My only suggestion for a reference would be Duntroon's website, so I'm afraid that I can't be of any help - though you could trying ringing or emailing Duntroon's administration and asking them.
