Factor of Safety is an index that has a mean value of 1 and evaluates over factors that resist flyrock occurrence and that favour flyrock occurrence. The value of <1 indicates excessive throw, >1 indicates lesser throw. The factor can be used to define a safety rule for evaluating risk i.e. the probability fo Factor of Safety being less than 1.
