...is "the System" mention in the full title? Given that such organizations outside the usuall 3 are given names like "National [...]" (EG. NSC), that choice strikes me as a little strange. 68.39.174.238 10:57, 30 June 2007 (UTC)

...does the Council do? What are its procedures? May evidence be presented to it? Does it have to meet in person to make decisions, and is there a quorum? Is there voting, and does the Chairman have a casting vote? Deipnosophista (talk) 21:07, 13 February 2008 (UTC)
