I don't think the reference to Evangeline in Randy Newman's song is Evangeline Parish. Longfellow made "Evangeline" famous long before 1927 and Newman's song.
Could he mean the area of Evangeline? (Acadiana)
Could it mean a small town near Norco, Louisiana? Norco is close to the Mississippi River and New Orleans.
