The reduction of Croatia's score only had effect until 2001, when the rules for qualification were changed. No punishment was put in place to replace the old one.

[edit] Puns in the voting section
I've not got the time to rewrite the voting section at the moment, but I noticed a pair of corny puns about Selma's song and Charlotte's song. Something like "And Selma was 'All out of luck'" and "Sweden were 'taken to their heaven' because they were going to be hosting the millenium edition of Eurovision". They don't fit in with the tone of Wikipedia and just sound overall unprofessional.
